Wu Zetian’s espionage capabilities have also been significantly enhanced. Her new ability, Manual of Entrapment, upgrades all spies by one level automatically. Successful offensive spy missions now grant 100% of the Culture, Science, and Faith generated by the targeted city during that turn, doubling the previous 50% Culture and Science bonus. Players also receive a free spy upon researching Defensive Tactics, along with an increased spy capacity and the ability to purchase spies using Faith. These changes make Wu Zetian a formidable leader for players who enjoy covert operations and cultural dominance.

Harald Hadrada’s Varangian Guard ability has seen refinements as well. In the base game, players benefit from a 75% discount on levying units and a reduction of 2 Gold in unit maintenance costs. Additionally, Harald now gains +1 Influence Point per turn from the Stave Church, further supporting his diplomatic and military strategies. These adjustments enhance Harald’s versatility, especially in games focused on city-state diplomacy and rapid military expansion.

Balance changes were widespread, affecting civilizations such as the Aztecs, who received an increase in Culture output from their Tlachtli district, and Canada, whose resource yields on snow and tundra terrains were improved to better support their unique playstyle.
