Rogue Waters follows Captain Cutter, a pirate caught in a struggle for power and vengeance as he pursues legendary treasure and confronts the immortal Captain Blackbone. The story spans three acts, and the Pirate Cave serves as a hub where players prepare ship upgrades and crew before a run. Procedurally shifting encounters bring changing challenges to the journey.
Combat moves from naval clashes into hand-to-hand boarding fights. Cannons can target enemy ship modules, and crew members can be killed during battle. Aboard enemy ships, crew abilities work alongside environmental tactics: players can push foes into spikes, grab one-time weapons or swing on ropes to reposition. Three summoned sea creatures offer distinct effects, from the Kraken crushing nearby enemies to the Mermaid pushing them and the Giant Snail placing a spiked obstacle.
Equipment and items reset between runs, while permanent upgrades for the crew, ship and Captain Cutter accumulate. Damage persists across runs, making crew recovery another consideration. These systems combine procedural encounters, tactical battles and lasting progression in a pirate adventure built around repeated voyages.
