Set in New Elysia, where inventors and alchemists shape a new era of piracy, Pirates Outlaws 2: Heritage is a strategy adventure about building a capable crew and refining a card deck. Heroes have unlockable classes with distinct attributes and starting decks, while a chosen companion contributes an ability card. That makes character selection part of the tactical setup, rather than simply a cosmetic choice.
Its combat emphasizes decisions around both cards and timing. A countdown determines when a turn ends according to the cards in hand, and enemies trigger actions when the player redraws or plays cards. Deck development also has a distinctive branching option: collecting three identical cards lets players choose between two evolutions. Relics, Runestones, and the ability to improve or remove cards add further ways to shape a strategy for difficult encounters.
The game offers two contrasting ways to take that strategy forward. Navigate mode lets players sail between islands, explore, collect cards and relics, and face sea-master bosses and legendary creatures. Arena Mode instead centers on successive fights against strong opponents on the way to its Champion. Both modes are framed around adapting a build to the challenge ahead.
