Phantom Doctrine casts you as the leader of The Cabal, a secret organization trying to stop a conspiracy from driving nations toward conflict. Set at the height of the Cold War, its espionage-thriller premise mixes covert missions, counterintelligence and paranoia with historical events and characters. The campaign’s investigation is not just narrative framing: classified files, captured agents and collected intelligence feed into the effort to uncover the plot.
Operations combine turn-based combat with stealth and preparation. Undercover operatives can infiltrate locations, while flexible movement, variable Overwatch and the Breach ability shape encounters when plans turn into fights. The wider campaign also asks players to manage a far-reaching counterintelligence operation, recruit agents from rival services and other backgrounds, and secure weapons, resources and contacts. Its pinboard-style Investigation Board connects cases, people and locations to new missions, resources and technologies, making research an active part of play.
The game is chiefly built around a single-player campaign, with online multiplayer offered as separate 1v1 skirmishes. Modular elements, including randomized intelligence and adapted maps, support variation between campaign playthroughs, while players can approach missions through stealth or more direct assaults.
