Airship Dragoon casts turn-based squad tactics across the super-continent of Pangea, where an airship invasion faces pirate insurgents and the challenge of keeping local populations content. Its battles are only one part of the conflict: the game also frames conquest as a campaign-management problem, balancing resources, technology and population alongside military progress.
Combat is built around squads whose troops have individual attributes and can improve through experience if they survive. Seven troop classes offer weapon and equipment upgrades, while battlefield conditions add variety through different environments, weather, objectives and randomized deployment. The design also includes two approaches to tactical play, Hardcore and Streamline, and enemy forces that draw on multiple combat tactics. These systems give the battles a deliberate, tactical character rather than reducing the game to an airship-themed strategy premise.
Players can choose between two large strategic campaigns and Single Battle Mode, which goes directly to tactical action. Campaigns are randomized when created, and the game offers six playable factions, including the Austro-Hungarian Empire, Chinese Dynasty and Zulu Nation.
